Drivers are causing congestion - by being too polite! Motorists in Harrogate, N Yorks, have been told by the local council their good manners are causing chaos on Skipton Road - the town"s busiest route. A spokesman said: "Courteous drivers are letting too many vehicles filter in from side roads, and this severely affects traffic flow."
